is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

ranking and now a decision on whether tiger would play on the u.s. ryder cup team. >>> we begin with developing news. sources tell nbc news a plea deal may be in the works for that so-called fed-up flight attendant who jumped out of the airplane and right down the chute. steven slater appeared in a new york city court just a few hours ago. he faces criminal charges after his apparent melt down on the plane that had just landed at new york's jfk airport. nbc's jeff rosin is live. jeff, what do we know happened in court here? >> reporter: tamron, a couple minutes ago we had a chance to ask the d.a. about the reports. it is confirmed in fact that the d.a. is prepared to reduce the charges or get rid of them entirely perhaps if steven slater successfully completes a treatment program. in court today slater agreed to be evaluated by a medical and mental health professional if that happens and if all those according to plan. slater could enter that program which could, according to the d.a., include anger management classes and alcohol and substance abuse treatment program. that would

. this is a mexican landfall in this storm and it's a u.s. problem. we'll show you pictures of galveston this morning, of the waves breaking in that area. all the way up the texas coast. well into texas, with the problems that will be texas flooding. here's a look at the rain. look at the yellow, the heaviest rain. and the center of circulation is west of corpus christi. there has been a big move on the storm toward the north. let's show you why it's not going to go away quickly. four to eight inches of rain. from laredo to corpus christi. austin, a little south of dallas as well. big-time texas flooding. watch hermine interact with this stalled front that's north. look at oklahoma, north texas, in the hill country here. we could have a good, solid of 10, 12 inches of rain that just stays put. nothing is going to kick this out until about thursday. we'll go over all the weather patterns. and again, watching the tropics, active. there's a little wave off the coast of africa. gaston has weakened. not a lot to talk about. we'll watch them all. george? >>> we're going to go now to the wildfires in colora

, the folks that tell us they're not likely to vote, they actually approve of the president's job with 75% approval rating. these are minorities and young voters. they have no interest in this election, if they get interested, they could close that gap. >> how do you get them interested? >> look, that's what the president's trying to do. here's what's odd. turnout goes up, people get enthusiastic about voting when they're unhappy. this small slice of voters, it's only 10% of the electorate, they're happy with the president, they're happy with democrats so they don't see a reason to get off their keisters and go out and vote right now. maybe that will change, but i'll be honest, our pollsters tell us it's very unlikely. >> let's take a look at who voters want to control congress. and the poll shows there's a tie, 43% of all responders would like to see democrats hold congress, 43% would like to see republicans gain control of congress. but when you boil that down to likely voters, the republicans have a 9 point advantage. >> let's boil that down to actually house seats, a nine point advant
